I have just heard of Celia’s passing and truly was shocked. We worked together for a number of years with the provincial Cerebral Palsy Sports Association. Her undying tenacity was her signature way of supporting athletes the best way she new. She was a woman who got things done ! I admired her
drive and organizational skills to make things happen. The Windsor Indoor Games were a great credit to her and the city staff that assisted it was such a wonderful opportunity for athletes to come together and unfortunately no one in the province carried it on. She touched and improved opportunities for persons with disabilities in her community, the province and into Detroit. She was ahead of her time in all she did. My deepest condolence to her family and those closest to her and so fitting to have contributions go to the animals because we know how dear they were to her. I hope she knows she will be missed.
Sincerely
Kim Morgan

I worked with Celia as the Coordinator of Aquatics at Parks & Recreation assisting with all the pool events for the Windsor Classic Indoor Games for the Physically Disabled for many years. She had such a commitment to assisting not only seniors but as well people with a disability. I remember when the department hosted the 25th anniversary for the games, what a party, It was truly amazing!! She was a force to getting things done for seniors as well people with disabilities. I have fond memories of Celia that I will treasure. I’m sorry to hear of her passing but she will not be forgotten.

Such sad news. I worked with Celia as an employee at Parks & Recreation. Her commitment and passion to the seniors and more notably to the disabled population was admirable. I remember helping with senior day trips to see the holiday lights in Kingsville (among other events). Most notable for me is the 25 year hosting of the Windsor Classic Indoor Games for the Physically Disabled through the Windsor Parks & Recreation department. Those games would not have been the same without her spearheading things. It was truly amazing!! She encouraged so many to set goals for themselves and reach for the stars. I can only imagine the number of athletes whose lives she touched. Having been a part of all these things has left me with something special and I will forever be grateful. RIP Celia. Much love to all those keeping her in their hearts today. Candice and Ken

I worked occasionally with the Parks & Rec department at the City of Windsor and one day I went for an early meeting and unexpectedly ended up camping out in their boardroom for the whole day. Celia's office was near the boardroom. When lunchtime rolled around, Celia brought me a collection of a drink, cheese, crackers and other small food items, which together made up a meal. I've never forgotten that - it was such a thoughtful, kind and unexpected thing to do. Over the years I saw the work she did with seniors and persons with disabilities - she was high on my list of awesome co-workers.
My condolences to her family and friends.

Rest in peace Celia. Celia was a fierce fighter for her people and her programs. No one should forget the well done Indoor Games for athletes with disabilities. What a grand program! I’m sorry to hear of Celia’s passing. She helped introduce me to sports with the Windsor Bulldogs Disabled Sports Club in the late 80’s and she was there at the airport when I left for and when I came back from my first Paralympics Games in 2000 and a lot of moments in between. I fondly remember trips to the Junior Orange Bowl Games in Miami with her. Thank you Celia for giving a lot of people like me a chance to find sports. Rest easy. My condolences to the family.
